Lucy has had 3 careers, in politics in business and in the civil service.

Currently, she is a Conservative peer, sitting on the Lords EU Committee (and its Financial Services sub-committee), is Chairman of Crown Agents (a not for profit business dating back to 1833) and is a non-executive director of Capita plc, Secure Trust Bank Plc, Thomson Reuters Founders Share Company and Health Data Research UK.

Lucy became a peer in 2013 and was Parliamentary Under-Secretary of State for Business and Minister for Intellectual Property from 2014-2016. She represented the UK on the Digital Single Market and in the EU Competitiveness Council. From 2016-2017 she was the Minister of State responsible for Energy and then Commercial Secretary at the Treasury.

Lucy’s main career was at Tesco from 1997-2013, as Director for Corporate and Legal Affairs, and she served on the Main Board from 2006-2013.

Lucy has previously been a non-executive director of ITV, PwC, Metro AG and other companies. She was President of EuroCommerce, the Brussels retail and wholesale Trade Association, and served on the China Britain Business Council, the UK India Business Council and the CBI Economics Committee.

Before her career at Tesco she was a civil servant and a member of the Prime Minister’s Policy Unit in Downing Street, having spent her earlier career in what is now DEFRA.

Lucy is an honorary fellow of her old college, Somerville College, Oxford. She is married with four sons and is interested in the arts, cricket, racing and gardening. She lives in Southwark and Wiltshire.

Amanda Milling was appointed Minister for Asia at the Foreign, Commonwealth & Development Office on 16 September 2021.

Amanda read Economics and Statistics at University College London, graduating in 1997. Before becoming a Member of Parliament, Amanda worked in market research, specialising in the financial services sector.

Amanda was previously Co-Chairman of the Conservative Party and Minister without Portfolio at the Cabinet Office from 13 February 2020 to 15 September 2021. She also served as Treasurer of HM Household (Deputy Chief Whip) from 28 July 2019 to 13 February 2020 and Assistant Government Whip from January 2018 to July 2019.

Amanda was selected as the Conservative MP for Cannock Chase in 2015. Amanda sat on the Business, Energy and Industrial Strategy Committee, Education, Skills and the Economy Sub-Committee before joining the Government.

H.E. Mr. PAN Sorasak was appointed as Minister of Commerce of the Royal Government of Cambodia (RGC) in April 2016.

Upon his appointment, H.E. Mr. Pan has made the strengthen of trade-related legal and regulatory framework as one of his main priorities. These efforts culminated in the promulgation of many laws and amendments including law on trade remedy (Nov 2017), e-commerce law and consumer protection (Nov 2019) and competition law (Oct 2021). H.E. Mr. Pan was also a driving force behind Cambodia’s integration into the regional and global economy through his stewardship of many regional and bilateral trade agreements, most notably, the Regional Comprehensive Economic Partnership Agreement (ratified in Oct 2021), Cambodia - China Free Trade Agreement (ratified in Oct 2021), and Cambodia-Korea Free Trade Agreement (ratified on Jan 2022) as well as other ASEAN and ASEAN Plus agreements.

H.E. Mr. Pan has been instrumental in strengthening Cambodia’s participation in multilateral cooperation by establishing a dedicated Permanent Mission of Cambodia to the WTO, UNCTAD, WIPO, ITC UNIDO and WCO and other international organizations responsible for economy and trade in Geneva. In 2017, H.E. Mr. Pan spearheaded the successful second Trade Policy Review of Cambodia at the WTO and in 2021, Cambodia deposited its accession protocol to the Berne Convention for the Protection of Literary and Artistic Works, thereby confirmed Cambodia’s commitment to strengthen the implementation of international laws. He has frequently lead delegation to participate in many meetings, conferences and forums under the auspices of those international organizations to bring Cambodia’s voice and perspective to the world.

H.E. Mr. Pan also lead many reform initiatives at the Ministry of Commerce. In the effort to improve Cambodia’s business environment, he played critical role in introducing automation systems to provide better access to the Ministry’s public services including the Certificate of Origin and Business Registration Automation System. In relation to this, he was also behind the amendments of Cambodia’s laws on commercial enterprise and law on commercial rules and register (Jan 2022) to amend critical provisions required to improving Cambodia’ ease of doing business. He also leads the re-organization of one of the Ministry’s directorates into a specialized agency for consumer protection, food safety and competition to ensure safety for the consumers and level playing field for businesses and other internal reform to improve effective functioning of the Ministry.

As an avid follower of technology, H.E. Mr. Pan had initiated the e-Ministry initiative, the Ministry of Commerce’s ICT Master Plan & Trade Information Website, a cutting-edge Data Center as well as the creation and standardization of Khmer Unicode script in computers.

Before joining the public sector, H.E. Mr. Pan had spent his career in the private sector for 18 years, occupied senior positions (up to Corporate Vice Presidents) with UNOCAL, an American multinational oil and gas exploration company in the United States, Indonesia, Thailand and Singapore and headed its country office in Cambodia. He also worked as a Researcher for the United States Air Force and the Pentagon.

H.E. Dato Lim Jock Hoi was the Permanent Secretary at the Ministry of Foreign Affairs and Trade, Brunei Darussalam since 2006.

During his tenure, he served as Brunei Darussalam’s Senior Official for the ASEAN Economic Community Pillar (SEOM), APEC (Asia-Pacific Economic Cooperation) and the ASEM (Asia-Europe Meeting). He was a member of the High Level Task Force on ASEAN Economic Integration (HLTF-EI) since 2001, serving as the HLTF-EI Chair in 2017. He was Brunei Darussalam’s Chief Negotiator for the Trans-Pacific Partnership Agreement (TPP), as well as for the P4, precursor to the TPP negotiations. Previously, he was also the Co-Chair during the negotiations for the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA), and also served as Brunei Darussalam’s Chief Negotiator for the Brunei Darussalam-Japan Economic Partnership Agreement (BJEPA).

From June 2011-2017, he was the Chairman of the Governing Board of the Economic Research Institute for ASEAN and East Asia (ERIA). He was also on the External Advisory Board for the ASEAN 2030 Study being undertaken by the Asian Development Bank (ADB).

He entered the Government Service as an education officer in 1977 and served as principal of a Secondary School from 1981 – 1985. From February 2001 – July 2005, he was appointed as Director-General, International Relations and Trade Development, Ministry of Industry and Primary Resources. In September 2005, he was appointed as Deputy Permanent Secretary, Ministry of Foreign Affairs and Trade.

He graduated from the City of London Polytechnic in B.Sc (Hons) Economics in 1976 and received his Post Graduate Certificate of Education in 1977.

He was awarded The Most Honourable Order of Seri Paduka Mahkota Brunei, second Class (D.P.M.B) in 2007. He is married with two sons.

Ramon M. Lopez is the Secretary of the Department of Trade and Industry (DTI). His extensive government experience with the Presidential Management Staff (PMS), DTI, and the National Economic Development Authority (NEDA) in the early part of his career provided him with a solid background on macroeconomic and industry development that allowed him to adopt a more holistic trade approach when he moved to the private sector and became a top executive of a major Philippine food and beverage company for over 23 years.

As a strong advocate for free entrepreneurship education for 12 years, he was called to serve the country again under President Rodrigo Roa Duterte’s administration as the DTI Secretary.

The authority and responsibility for the exercise of the DTI mandate is vested in the Secretary who, like his predecessors, is a Presidential appointee who serves office at the pleasure of the President.

The Secretary, as the DTI Department head, has the authority and responsibility for the discharge of DTI powers and functions.

Specifically, his functions are:
• To advise the President of the Philippines on matters related to trade and investments, and industry, and on the promulgation of Department orders, rules and regulations, and other issuances related to trade, industry, and investments

• To establish policies and standards for the effective, efficient, and economical operations of the Department in accordance with government programs

• To supervise and control all offices, functions, and activities of the Department

• To delegate authority for the performance of any administrative or substantive function to any Undersecretary or other officials of rank at the Department

• To ensure the clear delineation of the functions of personnel and constituent units of the Department, including its attached agencies to prevent task duplication or overlapping

Rebecca Sta Maria is the executive director of the Asia-Pacific Economic Cooperation (APEC) Secretariat based in Singapore where she advises and provides support for APEC’s 21 diverse member economies.

Dr Sta Maria spent years as a top-level civil servant and trade negotiator in Malaysia. As Secretary-General of the Ministry of International Trade and Industry she oversaw the formulation of Malaysia’s positions in major agreements such as the Trans-Pacific Partnership. And, as representative to the Association of Southeast Asian Nations, Dr Sta Maria chaired the body that drafted ASEAN’s economic community blueprints for 2015 and 2025.

After completing his Bachelor of Business Administration-BBA, Ranked 1, in 1998 at Royal University of Law and Economics (RULE), Mr HUOT Pum pursued his studies for 10 years at Université Lumière Lyon 2, Lyon, France (1998-2008). He was awarded a BA, MA and Ph.D in Banking, Finance and International Economics.

Following his return to Cambodia, Mr HUOT Pum worked as Assistant Professor at RULE, and as an official at Ministry of Education, Youth and Sports before becoming an official at Ministry of Economy and Finance (MEF) and at Supreme National Economic Council (SNEC).

He was appointed in 2008 as Deputy Director General (with the rank of Under Secretary of State) at Securities and Exchange Commission of Cambodia (SECC). He worked in that position until early 2012.

From early 2012 to mid-2019, he was recruited as an Economist and Coordination and Technical Assistance Officer at ASEAN +3 Macroeconomics Research Office-AMRO, based in Singapore.

Currently, Mr HUOT Pum is an Under Secretary of State at MEF and Deputy Secretary General at General Secretariat for Committee on Economic and Financial Policy, based at the Ministry of Economy and Finance.

Aged 51, currently serves as Chairman of Indonesian Chamber of Commerce and Industry (KADIN). He is also the President Director of PT Indika Energy Tbk. – Indonesia’s leading diversified energy company, after previously served as President Director and Group CEO in 2016-2018 and 2005-2013 and as Vice President Director and Group CFO in 2013-2016.

Rasjid is World Economic Forum’s Young Global Leader 2011 and was awarded 2010 Best Executive in Indonesia from Asiamoney. His roles outside the corporate context include him being the Founder and Chairman of the Board of Indika Foundation (Yayasan Indika Untuk Indonesia), Chairman of the Supervisory Board of Yayasan Cinta Anak Bangsa (YCAB), founding investor and Advisory Board of Indorelawan, and actively supporting multiple social impact, social enterprise, and philanthropic efforts.

Believing in Indorelawan’s mission and its founder to create an online collaboration platform that matches social organizations’ needs for volunteers and the passion of so many young people to serve social purposes, Rasjid came among the first supporters, provided the seed capital, and continues to serve as Advisor to the initiative which now actively facilitates almost 2400 organizations and 134 thousands volunteers on the platform, enabling meaningful engagements which otherwise would difficult to happen.

Rasjid studied at University of Southern California, United States, in Computer Engineering in 1990 and graduated from Pepperdine University, California, United States with bachelor’s degree in Business Administration in 1993. In 2012, he completed Executive Education on Global Leadership and Public Policy for the 21st Century program at Harvard Kennedy School, USA, and at NUS Lee Kuan Yew School of Public Policy in Singapore. In 2013, the Executive Education on Impact Investing at Said Business School, University of Oxford, UK. Sam joined the UK’s Department for International Trade in April 2019, where he is responsible for the trade and investment relationship between Southeast Asia and the UK. He is based in Singapore and leads a team of 90 staff across ASEAN based in British Embassies and diplomatic missions. Before joining DIT, Sam was on secondment to the pharmaceutical company AstraZeneca, where he was head of UK Science Policy and Relations.

Sam’s Civil Service career began in 2001 as a graduate in the Business Department, where he ran a Minister’s Private Office before becoming Head of External Relations leading the Department’s relationships and engagement with business operations. He has also spent 6 years in Asia with the Foreign and Commonwealth Office, boosting science and technology partnerships with Southeast Asia and China. Sam has a Masters in Biochemistry from the University of Bath and his structural biology research at Mount Sinai, New York, was published in the journal Science.

Bernardino Moningka Vega, Jr (CEO, PT Pembangkit Energi Mandiri and Chairman, ASEAN Business Advisory Council Indonesia)

Currently the President Director of PT. Pembangkit Energi Mandiri. He is responsible for navigating the regulatory framework in developing gas-based independent power plant (IPP) projects in both East Java and East Kalimantan. He also establishes and maintain government relations in the relevant agencies and institutions in pursuing power plant projects in Indonesia.

During his tenure at PT. Korpindo Konsultansi, Dino assisted his clients in navigating the various regulations and provide advice and solutions for companies in investing and operating in Indonesia. He works closely with government agencies in order to understand issues and find ways to overcome them within ethical and legal boundaries.

With a Bachelor of Science degree in Civil Engineering from the University of Southern California, Los Angeles (USC) and an MBA from Providence College, Rhode Island. Dino is well experience in strategic management and project implementation which allows him to assess and trouble shoot situations and predicaments while providing clients with appropriate and cost saving solutions.

Prior to joining PT. Korpindo Konsultansi and co-establishing ERV Capital Partners, Dino was the Chairman of the National Secretariat for Sub Regional Cooperation at the Coordinating Ministry of Economic Affairs - Republic of Indonesia. His primarily responsibility was to set Indonesia’s direction and initiatives in Sub Regional Cooperation which includes BIMP-EAGA, IMT-GT and AIDA.

Before that, Dino was the Director of Planning for the Humpuss Group, an Indonesian conglomerate with particular focus in the oil & gas, petrochemicals, and transportation / logistic sector. He was instrumental in developing financing schemes for various projects which involves a variety of financial and equity institutions such as Morgan Stanley, Morgan Grenfell as well as project financing schemes with among others, the US Exim Bank and HERMES – Germany.

Dino was a former member of the Board of Commissioners at PT. Sarana Sulut Ventura – North Sulawesi, a non-banking financing institution established in all 33 provinces in 1995 by the Department of Finance – Republic of Indonesia to support private sector SMEs that are not being supported by banks and other financial institutions in the region.

Dino’s experience in working for both the public and private sector in BIMP-EAGA is a unique qualification matched by few in the area of Sub Regional cooperation. He advocates business solutions in addressing climate change and is a believer in engaging businesses to empower local communities to sustain long-term growth. He believes that Sub Regional and Regional cooperation is an important element in integrating local communities into the global economy.

Matt Cavanagh joined Prudential in March 2013. He became Director – Group Government Relations in October 2013, overseeing the Government Relations function at Prudential’s Group Head Office in London. In June 2019, Matt moved into his current position as Group Director, Government Relations for Prudential plc. In this role he is responsible for overseeing government relations across Prudential’s entire global footprint.

Prior to joining Prudential, he was Head of Public Affairs at the John Lewis Partnership. From 2003-2010 he worked in a series of positions in the UK Government, as a special adviser to the Home Secretary, the Defence Secretary, and the Chancellor of the Exchequer, and from 2007-2010 as a special adviser to the Prime Minister.

Previously he spent several years at the Boston Consulting Group, and before that as a Lecturer in Philosophy at St Catherine’s College Oxford. He holds an MA, BPhil and DPhil from the University of Oxford.

Matt serves on the Board of Directors of the UK-ASEAN Business Council and the Board of Trustees of Asia House. He is Chair of the ASEAN Market Advisory Group at TheCityUK.

Eugene Wong is the Chief Executive Officer of SFIA, an independent institute established to catalyse ideas on Sustainable Finance at the policy level in Asia, particularly in ASEAN, as well as propel action in support of those policy ideas.

Eugene was previously the Managing Director, Corporate Finance & Investments of the Securities Commission Malaysia (“SC”). His portfolio covered IPOs, Corporate Bond and Sukuk issuances, Collective Investment Schemes and Take-overs. He oversaw the SC’s ASEAN related initiatives. He also served as a member of the Audit Oversight Board and was an Adviser to the Malaysian Accounting Standards Board.

Eugene represents SFIA as an observer to the International Capital Market Association’s Green Bond Principles, Social Bond Principles, Sustainability Bond Guidelines and Sustainability-linked Loans Guidelines Group. He is also a member of Climate Bonds Initiative’s International Advisory Panel.

Prior to joining the SC, Eugene held positions in a merchant bank, a stockbroking company and in the corporate finance division of an international accounting firm.

Eugene is a Fellow of Chartered Accountants Australia and New Zealand, Fellow of CPA Australia and a Chartered Accountant of the Malaysian Institute of Accountants. He has an Advanced Diploma in Corporate Finance from The Institute of Chartered Accountants in England & Wales (ICAEW) and holds a B. Comm. from the University of Melbourne.

Warrick is the Managing Partner of Deals, Tax and Legal, and Chairman and CEO of KPMG in Vietnam and Cambodia. He has been a Tax advisor in Vietnam for over 20 years, and is recognised as one of Vietnam’s leading tax professionals. He began his tax advisory career upon graduation in 1992 and moved to Vietnam 1998. He has extensive knowledge and experience in Vietnam of taxation advisory and compliance, tax dispute resolution, corporate governance and structuring issues, and has advised on numerous corporate transactions in Vietnam and Cambodia.

His clients include major international corporations operating in Vietnam from Europe, Asia and the United States, in the financial services, manufacturing, natural resources, technology and consumer goods industries.

Warrick is well known and respected by the corporate community in Vietnam, and has extensive experience working with the authorities at all levels of the Government. He is a frequent commentator in the Vietnamese media on tax and business issues.

He served as KPMG Asia Pacific Head of Tax from 2010 to 2016, and as the Global Leader of High Growth Markets for Tax thereafter. He has been a member of KPMG’s International Tax Steering Group since 2010 and is also a member of KPMG’s Asia Pacific Board and Global Council.

KPMG has been recognised for its contribution to the financial sector by Vietnam’s Ministry of Finance, and has been named the Vietnam Tax Firm of the Year, most recently for 2020, by the widely respected and independent International Tax Review.

Outside of KPMG, Mr Cleine is Chairman of the New Zealand Chamber of Commerce in Vietnam, Chairman of British Corporate Advocacy Council in Vietnam, and Adjunct Industry Professor in the School of Business & Management, RMIT Vietnam University.

Prior to taking up this position, he had held a variety of roles across government including British Consul General in Ho Chi Minh City, Vietnam, Deputy Consul General and Director of UK Trade & Investment (UKTI) in Dubai, Deputy Director of UKTI India, Senior Private Secretary to the Department of Trade & Industry (DTI) Secretaries of State (Alistair Darling, Alan Johnson and Patricia Hewitt) and Director of Business Development with the MWW Group in New York working in public relations. Prior to this, he spent – 4.5 years – also in New York – as head of Invest UK’s Regional Inward Investment Team (the British Government’s agency responsible for attracting inward investment from the United States to the UK).

Jon Lambe became UK Ambassador to the Association of Southeast Asian Nations (ASEAN) on 28 November 2019. He is the first dedicated UK Ambassador to ASEAN and opened the UK Mission to ASEAN at the time of his appointment.

Jon joined the Foreign and Commonwealth Office (FCO) in 2010. He most recently served in London, leading work on nuclear non-proliferation and disarmament, including the UK approach to North Korea and to the Iran nuclear deal. From 2014 to 2016 he was Deputy Ambassador and Political Counsellor at the British Embassy in Kinshasa, leading work on governance and peacekeeping. From 2010 to 2014 he was First Secretary, Energy, Climate Change and Development at the British Embassy in Paris.

Before joining the FCO, Jon worked from 2005 to 2010 in the Department for Education, focussing on improving school performance. From 2004 to 2005 he worked at HM Revenue and Customs, including on innovative uses of fiscal policy for social change.

Jon has a BSc in Mathematics from Imperial College, London and a MSc in Finance and Economic Policy from the University of London.

Jon is married and has two children. Outside work he enjoys spending as much time as he can in the mountains or the ocean.

Ambassador Kan Pharidh (born 1956) has served as the Ambassador of the Kingdom of Cambodia to the United Kingdom of Great Britain and Northern Ireland since September 2020. Concurrently, he also serves as the Ambassador of the Kingdom of Cambodia to Ireland, Finland, Sweden, Denmark and Norway based in London.

Prior to this appointment to London, the Ambassador was the Secretary of State and ASEAN SOM Leader of Cambodia covering the ASEAN related affairs. From 2009-2015, Ambassador Kan Pharidh served as Ambassador of Cambodia to Indonesia and concurrently as the Permanent Representative of Cambodia to ASEAN. Ambassador Kan Pharidh joined Ministry of Foreign Affairs and International Cooperation of Cambodia in 1982 and was posted to India (1989-1992) and Indonesia (2003-2006). Additionally, his extensive experience in political and security affairs has given him a number of senior positions in Ministry of Foreign Affairs and International Cooperation, including Under-Secretary of State as well as Director-General of ASEAN General
Department.

Academically, Ambassador Kan Pharidh graduated from the Monash University of Australia with Master Degree of Arts in Foreign Affairs and Trade (MAFAT).
